Yeah option(C) is the right answer because when the light of sun travel a long distance it meets with large amount of particles present in atmosphere. When they crush with small particles they got scattered due to which the blue color which have shorter wavelength, scatters most by which the sky seems blue.

When sun is near horizon the light from the sun travels longer distance to reach the earth . on its path it meets with the atmospheric(gaseous) particles as it enters in earth's atmosphere ,these particles are very small and scatter the colour blue the most due to its shorter wavelength. thus this scattering of blue colour cause the sky to appear blue.
