Let us assume that the initial amount of the substance is 100 grams.

After the first 10 years, 20% of the substance will decay, hence the remaining amount will be 80 grams.

After the second 10 years, another 20% of the remaining substance will decay, which is 20% of 80 grams = 16 grams.

Therefore, the total amount of substance remaining after 20 years will be 80 grams - 16 grams = 64 grams.

Thus, the percentage of substance that remains after 20 years is:

(64/100) * 100% = 64%

Hence, the answer is option C. 64%.
