since velocity is in direction of magnetic field..so magnetic field won't have any effect....so let's say electric field is towards +x axis...so it'll exert a force on electron towards -x axis...so it the electron will first experience retardation ...then it stops and then acceleration....hence..speed first decreases and then increases
