Obviously, punjab have higher income but its IMR(infant mortality rate) is too high while literacy rate, and other factors which are used in calculating the HDI(human development index) are lower than Kerala. That's why Kerala have higher rank in development as compared to Punjab.

Punjab is a richer state then Kerala but Kerala has low infant mortality rate and high literacy rate then Punjab hence, Kerala has higher HDI then Punjab , and holds higher rank of development then Punjab.
