Critically examine the progress of consumer movement in India?
Verified Answer
Critically examine the progress of consumer movement in India?
The number of consumer groups in India is about 700, but only about 20-25 are recognised by the government. Although, the activities of the groups have increased substantially in recent years, the redressal process is still expensive and time consuming.
The existing laws are not as effective as far as compensation for defective products is concerned. Even after more than 25 years of the enacting of the Consumer Protection Act (COPRA), a large section of consumers are unaware of their rights.
Rules and regulations applicable to the marketplace are often not followed. The Consumer Movement can become more effective only when consumers are made aware of their rights and their role in getting justice.

The Progress of Consumer Movement in India

Consumer movement in India has witnessed significant progress over the years. With the aim of empowering consumers and protecting their rights, various initiatives have been undertaken by the government, consumer organizations, and individuals. This critical examination explores the key milestones and challenges faced by the consumer movement in India.

1. Emergence of Consumer Organizations
- The consumer movement in India gained momentum in the 1960s with the establishment of organizations like the Consumer Guidance Society of India (CGSI) and the Consumer Education and Research Centre (CERC).
- These organizations played a crucial role in creating awareness among consumers about their rights and responsibilities.

2. Enactment of Consumer Protection Act, 1986
- The Consumer Protection Act (CPA) was a landmark legislation that provided a legal framework for consumer protection in India.
- It established consumer courts at the district, state, and national levels, enabling consumers to seek redressal for grievances.
- The Act also introduced the concept of class action suits, empowering consumers to file complaints collectively.

3. Strengthening Consumer Rights
- The consumer movement in India has focused on advocating for and establishing the rights of consumers.
- These rights include the right to safety, right to information, right to choose, right to be heard, right to seek redressal, and the right to consumer education.
- Consumer organizations have played a vital role in creating awareness about these rights and ensuring their implementation.

4. Government Initiatives
- The government of India has taken several initiatives to protect consumer interests.
- The National Consumer Helpline was established to provide consumers with a platform to register complaints and seek guidance.
- The Bureau of Indian Standards (BIS) has been responsible for the certification of products to ensure their quality and safety.

5. Challenges
- Despite the progress, the consumer movement in India faces numerous challenges.
- Limited awareness among consumers about their rights and the redressal mechanisms available to them remains a significant hurdle.
- Lack of adequate infrastructure and resources for consumer courts often leads to delays in resolving cases.
- The presence of counterfeit and substandard products in the market poses a threat to consumer safety.

Overall, while the progress of the consumer movement in India is commendable, there is still much work to be done. Continued efforts are required to raise awareness, strengthen consumer protection laws, and improve the infrastructure for speedy resolution of consumer complaints. Only through sustained efforts can the consumer movement in India truly empower consumers and ensure their rights are upheld.
