To find:
- The number of voters on the list

Solution:
Let the number of voters on the list be x.

1. Number of voters who did not cast their votes = 10% of x = 0.1x
2. Number of voters who cast their ballot papers blank = 60
3. Total number of votes polled = x - 0.1x - 60 = 0.9x - 60
4. Let the number of votes received by the winner be y. Then, the number of votes received by the rival = y - 308.
5. y is 47% of the total number of votes polled:
y = 0.47(0.9x - 60)
6. Substituting the value of y in terms of x:
0.47(0.9x - 60) = y = y - 308
0.423x = 308
x = 6202

Therefore, the number of voters on the list is 6202.
