I am writing this answers as it is the only correct answer whether it is THE EXPLANATION or THE CORRECT OPTION.

REASONS:
STATEMENT 1 IS RIGHT.
The Indian Independence Act of 1947 MADE the ASSEMBLY a fully SOVEREIGN BODY .
SO the term maintained got me thinking. Then I looked at the sentence and I m like, Ok, it maintained that the Constituent Assembly was a fully Sovereign body ( from that particular moment ...nothing wrong with that)
LET'S LOOK AT STATEMENT 2 -
CONSTITUENT ASSEMBLY DID compose of members of Princely states but they were not nominated by the people.
My Logic :
I m the KING, Why should I listen to my subjects regarding who to be the head of the delegation. This is blatant encroacbment on my authority. What if the people nominate someone who is quite capable and might replace the royal family , he might poison me or my heirs.Anyway, he already has the support of the people.
That's a crime as Serious as treason.So,
No! I won't allow people to interfere in the Sovereign sphere.Even if I am a benevolent despot, This is serious business. I Am ThE KING So, I will choose the people of the delegation.
