The Central Council of Ministers consists of three categories of ministers, namely:
1. Cabinet Ministers: These are the senior-most ministers who are responsible for important portfolios such as Home Affairs, Finance, Defence, External Affairs, etc.
2. Ministers of State with Independent Charge: These ministers are responsible for the independent charge of certain ministries and have the same status as Cabinet Ministers.
3. Ministers of State: These ministers assist the Cabinet Ministers and Ministers of State with Independent Charge in the discharge of their functions.
At Times, the Council of Ministers may also include a Deputy Prime Minister
The Constitution of India does not provide for the post of Deputy Prime Minister. However, there have been instances in the past where the Prime Minister has appointed a Deputy Prime Minister to assist him/her in the discharge of his/her functions. For example, during the tenure of the United Progressive Alliance government, the then Prime Minister, Dr. Manmohan Singh, had appointed Shri Pranab Mukherjee as the Deputy Prime Minister.
