Effects of President's Rule in states

Statement 1: The state legislative assembly continues to hold sessions, but the civilian government loses all authority.

This statement is correct. During President's Rule, the state legislative assembly continues to function and hold sessions. However, the powers of the civilian government are suspended, and the Governor of the state exercises executive powers on behalf of the President. The Chief Minister and other ministers of the state government are removed from their positions, and the Governor appoints an administrator to carry out the functions of the state government.

Statement 2: The Parliament becomes empowered to make laws concerning any matter in the State List concerning that state.

This statement is also correct. Under Article 356 of the Constitution of India, when President's Rule is imposed in a state, the Parliament becomes empowered to make laws on any matter in the State List (which is the domain of the state government). The Parliament can legislate on these matters exclusively for that particular state until the President's Rule is revoked. This gives the central government a greater control over the affairs of the state.

Statement 3: The state immediately loses all funding support from the Union government.

This statement is incorrect. During President's Rule, the state government does not lose all funding support from the Union government. The central government continues to provide financial assistance to the state for the implementation of various schemes and programs. However, the state government's control over the utilization of funds is limited as the central government exercises greater authority in decision-making.

Conclusion:
The correct answer is option 'B' - 2 only. During President's Rule, the state legislative assembly continues to hold sessions, but the civilian government loses all authority. The Parliament becomes empowered to make laws on matters in the State List concerning that state. However, the state does not immediately lose all funding support from the Union government.
