In phenol, the presence of the -OH group activates the benzene ring towards electrophilic substitution. This is due to the electron-donating nature of the -OH group, which increases the electron density on the benzene ring, making it more susceptible to attack by electrophiles.

As a result, bromination can occur even in the absence of a Lewis acid catalyst. The electron density on the benzene ring is sufficient to attract and react with the electrophilic bromine.

On the other hand, in the case of benzene, the presence of a Lewis acid catalyst is required for bromination to occur. Benzene is not as electron-rich as phenol, and therefore needs a Lewis acid catalyst like FeBr3 to facilitate the reaction by generating a strong electrophile, FeBr4+.

Therefore, the Assertion is true, and the Reason correctly explains why bromination of phenol can occur in the absence of a Lewis acid, while bromination of benzene requires a Lewis acid catalyst.
