Plant factor = 40%

Calculation:
1. Base Load:
Base load is the minimum level of power demand that occurs continuously in a power system.
Base Load = Maximum demand x Load factor
= 15 MW x 0.5
= 7.5 MW

2. Plant Capacity:
Plant capacity is the maximum power that can be generated by the power plant.
Plant Capacity = Maximum demand / Plant factor
= 15 MW / 0.4
= 37.5 MW

3. Operating Reserve:
Operating reserve is the amount of power that is available to meet the sudden increase in demand or in case of any emergency.
Operating Reserve = Plant Capacity - Maximum demand
= 37.5 MW - 15 MW
= 22.5 MW

But, the question asks for operating reserve based on the base load.
Operating Reserve = Plant Capacity - Base load
= 37.5 MW - 7.5 MW
= 30 MW x 0.25
