And 1×10^-3 M NaOH is:

HClO4 + NaOH → NaClO4 + H2O

The balanced chemical equation shows that HClO4 and NaOH react in a 1:1 molar ratio, meaning that the amount of HClO4 that reacts is equal to the amount of NaOH added. Therefore, the final concentration of H+ ions and OH- ions in the solution will be equal and cancel each other out, resulting in a neutral pH.
