The simple answer to this is because the Non cooperation movement is all about not cooperating with the government ,which was then,the British. This also included the imported cheap material of Britain which was there in India and the movement was also about discarding everything which was imported by Britain in India.
As we already know that before the whole colonization process took place,there was time when India was the first to setup cotton textiles over the World..People all around used to wear the same genre,in India it was locally made by Indian textile producers and they were as cheap in cost. But soon India was rooted hard as it became colony of the Britishers. They began to criticize everything local in India at front and appreciate it at the back. Actually the British were not so keen in textile production and use India with its rich quality. Soon Indian textile was banned in Britain and they copied it as they introduced the spinning Jenny in the same manner.
The Non cooperation movement to discard foreign material was consequence of this flashback,and so during this time,local people of India was encouraged to make things locally and sell them as whoever was with the movement would only accept Nationality and the the production of Indian textiles and handlooms go up during the Non cooperation movement.
