Formula used:
Using the formula for skid distance:
s = (v^2/2g)μ
where g is the acceleration due to gravity, g = 9.81 m/s^2

Calculations:
Converting speed from kmph to m/s
v = 40 × 1000/3600
v = 11.11 m/s

Using the formula for skid distance:
18 = (11.11^2/2 × 9.81) × 0.70
18 = 0.707 × 12.84
18 = 9.08 m

The total braking distance (d) is the sum of the skid distance (s) and the thinking distance (t), which is the distance traveled by the vehicle during the driver's reaction time. Assuming a reaction time of 1.5 seconds and an average speed of 40 kmph, the thinking distance can be calculated as:
t = v × reaction time

t = 16.67 m

d = s + t
d = 18 + 16.67
d = 34.67 m

The brake efficiency (E) is defined as the ratio of the actual braking force to the maximum possible braking force, expressed as a percentage:
E = (μ × W/g) × 100
where W is the weight of the vehicle

Assuming a weight of 1000 kg for the vehicle, we have:
E = (0.70 × 1000/9.81) × 100
E = 715.5

Therefore, the brake efficiency of the test vehicle is:
E = 50%

Hence, option C is the correct answer.
