India is a federal country...... * the constitution declared india as a union of states. the indian union is based on the principalse of. federalism. * the constitution originally provided two-tier system of government - the union or central government represnting the union of india and the state government. the thired tier of federalism was added later in the form of panchayats and municipalities. * all staes in the indian union do not have identical powers. some of the states are enjoying special status------------- j&k has its own constitution. union territories or the capital city, do not have the powers of state. the central government has special powers in running these territories. * as the parliament cannot change the power sharing between the union and staye government, it has to be first passed by both the house of the parliament with at least two-third majoritiy. all these make india a fedral country.
