Union Government
India is a federal unitary state. All the states have their own budgets, set of regulations which is applicable only within their boundaries. The union government means central governments which has lot of ministries , for governing the whole of India. Communications, defence with the union government. There is no defence ministry in a state. Under the constitution, there are -
1. Central list
2. State list
3. Concurrent list. As it implies under central list, all the functions mentioned therein are exclusive to union government. State lists are exclusive domain. The concurrent list, things are common to central and state governments. But center have its say and state has to accept.
