The correct answer is Hydrogen molecule cannot participate in coordination bond formation but chlorine molecule can. 

Electronic configuration of Hydrogen is 1s1. It uses this 1 electron to form bonds with other hydorgen atom to form hydrogen molecule. 
Electronic configuration of Chlorine is [Ne] 3s​23p5. Now in forming molecule it uses one electron while the four electrons or two lone pairs are available for donation to form coordination bond. 

Coordinate bond is formed by donation of lone pair of electrons in vacant orbitals of other atom.

D is the correct difference as Cl had empty d-orbitals and thus can form coordinate bonds and can also expand it's octet. like in AlCl3 which exists as a dimer(Al2Cl6) with two coordinate bonds, one each between one Al and one Cl atom . on the other hand H atom is devoid of empty orbitals after forming a bond and thus cannot form coordinate bonds.
